What some anime that has 10/10 animation?
Bonus points if the show is actually good.
Not much can compare with Redline. Watch Akira and Ghost in the Shell first of all if you haven't already seen them, also try Sword of the Stranger. Outside of movies watch FLCL.
People seem to praise Kyoto Animation for their quality. You might consider checking out some of their stuff if you haven't already.

Vampire Hunter D: Bloodlust
Sword of the Strange, like that other anon suggested.
Hells
Steamboy
Fullmetal Alchemist: Brotherhood
Metropolis
Nerawareta Gakuen, but it's garbage.
Every Ghibli, mostly.
Every KyoAni, mostly, like that other anon suggested.
And then a bunch of compilations:
Memories
Robot Carnival
Neo Tokyo
Animatrix
Batman: Gotham Knight
Gainax and Trigger shows also usually sacrifice a bit of quality for style, which isn't a bad trade-off since their shows are always a blast to watch.
Bones shows also usually sacrifice coherency for high quality animation, which isn't a bad trade-off since their shows are always a blast to watch.

It's kinda disingenuous, though, as it's juxtaposing the climax of one show with the opening animation of another.
Not only are OPs not supposed to be that wow - they need to be bland enough not to distract from the actual credits, and they need to not create a jarring change in tone when the credits end a d the (typically low-key) establishing shot of the episode begins - but they're usually outsourced to studios that do credits, or given to young directors for work experience.
