Greetings Anons,
I'm considering upgrading my PC again, being a little new to this I thought I would consult the internet before spending money. I'm experiencing major lag in games like GTA and The Witcher 3(on the lowest settings), and my video card was advertised as if it would play these games on medium with no problems. I will list my PCs specs below
Processor : Intel(R) Xeon(R) CPU E5320 @ 1.87 GHz
Installed RAM : 12.0 GB
System type : 64-bit operating sytem
Display Driver : Asus R7 250 series
I'm not sure why my PC isn't performing, any guidance or advice will be greatly appreciated

If you can fit that, you can fit the $20 E5450 @ 3.0 GHz.

If you've got two, then bump them both to E5450s, and put a 1050Ti or similar in.
Even a single high-end 771 Xeon delivers decent results with a 1050Ti, and a pair of them should match a current i3-i5 gaming desktop, albeit not on power consumption.

The E5320 is quad-core; do you have one of them or two of them?

That's so not true.
A pair of Xeons will set you back $40 and smoke three times their dollar value in Skylakes; five times if you can get them overclocked to 4GHz.
But they'll be eating 200W instead of just 50.
