I'm at wit's end. The top few lines of pixels on my monitor flicker and I cannot figure out why. I cannot reliably reproduce it, but it happens often enough to drive me nuts. Model is Asus PB258Q but I'm still not sure if it's a hardware or software problem. OS is windows 7
So, I've been trying to diagnose why, but I've made little progress. I first did a clean install of AMD drivers. The problem still persists. I've tried changing HDMI cables, but it still persists. I've switched from Aero to Basic but it still flickers.
The only seeming trigger to the flickering is when the screen something on the screen is changing. If a video is playing, if I'm scrolling down a page, if I'm moving a window around the desktop, it will often flicker, but I've yet to see it do this when nothing on the screen is changing. This happened all of a sudden too, after no software changes. I just turned it on yesterday and it started doing this.
For the love of God, please help me figure out why it is doing this.

I don't have another computer and my other monitor is 1920x1080. I should add that when I set the screen resolution to 1920x1080 for the PB258Q I do not get this problem. It's only when it's at 2560x1440 that it flickers.

Before anything whats the refresh rate of your monitor? If its 144hz try lowering your settings. I dont think HDMI supports a high refresh rate . . .
To rule out the GPU try running some GPU stress tests. Try furmark, my thinking if its the GPU your screen issues should appear more frequently under a heavy load. However I've never experienced this issue so a GPU stress test may not give you any answers. It could be problems with your monitor.

Windows just sets it to 1080p when hooked up by DVI, and I can't raise it. But it's happening with multiple HDMI cables, so I suspect the connection is not the issue at least

That sounds really odd then. I would also try using older versions of AMDs gpu drivers. Could be something new that AMD is using like upscalers.

Tbh, I have no clue if HDMI supports high refresh rates (I did state this). My monitor is 144hz and I only use DVI. Its just something OP can check.
What are the benefits of using DVI over HDMI if there both the same? Just asking because I assumed it was better for monitors with a high refresh rate.
OP here, rolling back drivers didn't affect the flickering
