How can I replicate this effect with various pictures that I have?
I use photoshop CS6
Remove all shading, try to pick a single color and go over the shading, this will make the picture 2d. Remove all shading behind the pic using the eraser tool. after that just add a black and white filter, boom done.
You mean making something monochrome?
What that other anon said will likely make better-looking images, but I'm a lazy fuck and just use Threshold and then Color to Alpha.

looks like a handmade vector, you can't expect to take any image and automatically turn it into something like this, and if you did it would be very jagged or sketchy looking.

Have you tried thinking about it even a little bit? Learn how to use any vector drawing software and it will be trivially obvious how to do it. No tutorial is required. Find image. Draw shapes around areas you want to isolate. Hide image layer. Done.
