Hello Anons I got a job at the local tech shop and i got few pc's to fix while i was taking one apart for parts i came across this , I have no clue what is this and never seen it before , all i know about it is that you plug it into the PCI Express port . maybe one of you knows what is it for please help

That's a PCI (not PCIe) card with only an option ROM on it.
It's very likely it's a software protection dongle for something very expensive and very obsolete.

Could you take a photo of it that isn't shit? Maybe take it outside into the daylight or something?
There might be some text on it somewhere that tells you who made it.
Alternatively, if you plug it in, it'll appear in the list of devices, and the PCI VID might be a clue.
This is probably worth quite a lot to the right person, but you need to work out what it is before you can find the right person.

I have looked at it before posting and i have not found any writing on it the only logo kind of this is this

can't be sure but the logo is the same.
This is a HDD Recovery Card (it saves
bios/system files/important files etc. on the hard disk and can recover them).
