Using free texting apps isn't cutting it anymore for me, so I need to upgrade to getting an actual phone number.
Can anyone point me to a plan/carrier/whatever that isn't super expensive? I am very rarely not near wifi. Side question; Do texts sent when I'm on wifi count toward my plan or does that vary between carriers?
I need 0 data and maybe 100 minutes/1,000 texts per year (with the option to add more if I somehow go over.

Of course they do.
Wifi only carries data; it doesn't carry voice or SMS. They come out of your cellular plan, because they're sent using your cellular plan.

iirc if you use google's hangouts or apple's messaging service they opt for wifi data transfers over the SMS system.
I've also heard of some shyster companies counting _all_ data the phone recieved or sent in a month in their bill, whether they carried that data or not.

Sure, but those don't come out of your texts allowance even if you're not on wifi, because they're just data.
On that note, if you're planning on using stuff like Skype, Messenger, iMessage, etc. when you're not on wifi, you're going to need some mobile data.
