command prompt.exe is a standalone program, grab it off another comp and run from a penstick, if this works replace the one on your pc

Isn't there the easier way. Cause I want to use cmd.exe to force the deletion of $recycle.bin folders on my PC. And I believie I will not get it right now. However I would like to do it today.

just checked its downloadable from sourceforge, cnet, and probably loads of other places, and theres probably backup ones on ya comp. dont know where, they may even be in a cab not had to do this for years, also have you tried it in safe mode

personally id run tweaking.com portable in safe mode let it fix all your exes and permissions
