Can anyone make out the licence plate number of the truck?
i zoomed in as much as my browser would let me, then i capped it and zoomed in in irfamview a bit more, this is what i got
i have no guesses...

i ran it thru every filter, everything i had even the silly ones, i mean i knew it wouldnt show up in mosaic but i tried, inverted threshold hdr, nothing dude, even stacking layers with high pass, sorry

Maybe the video or a different pic would be more readable. You can use expirebox or any similar service to upload the video.

Low resolution for the plate and terribly compressed video, not a good combination. Basicly at this point i'd say that creating a superresolution still from video is your only option for making the plate readable. Who can do that, i wouldn't know. Posting a video with as little recompression (makes compression artifacts even worse) as possible could be the best chance.
