I opened command prompt in windows and entered ipconfig /release and ipconfig /renew. After entering ipconfig/ renew I got "No operation can be performed on Local Area Connection* 2 while it has its media disconnected" and "No operation can be performed on Ethernet while it has its media disconnected." I have no idea what this means so I've come here for help.
It just takes a little while for the DNS server to issue you a new IP.
Just wait a bit and then punch in ipconfig, it'll (hopefully) show you your new IP address.

Uninstall network adapter in device manager. Reinstall and reboot.

DHCP servers reserve a specific IP for you for x hours or days. You can refresh things as much as you want without making any difference.
If you want a new IP you need to fiddle with the DHCP server or change your MAC address. Or just choose one manually and hope.
Try resetting the switch/router or swapping out the ethernet cable. Might not have anything to do with you releasing and renewing.
Can't help but suspect OP is barking up the wrong tree.

OP, you want to change your external IP on the internet so you can evade some ban or other, don't you?
Just switch your router off for ~20 minutes, and when you switch it on again, it'll probably get a different IP. If it doesn't, there's nothing you can do short of changing your ISP.
