I tried to work it out from the source but it's a little convoluted. Here's a quick way to get the mp4 video from the Vine. You will need Firefox or Chrome.
Go to the page containing the vine, and hit F12. Go to the Network tab (you might have to reload the page after this). There will be a bunch of files that Firefox is downloading/just finished downloading. Look for one that says "mp4". Right click and "Copy URL". With that URL just paste it in another tab and you will load the video, which you can then save to your PC.

Okay I'm retarded. I was having trouble with the javascript loading things (because I have noscript installed). An easier way to work it out from the source code:
Just go to the page for the vine, you know when you click on "View post page" and you go to an url similar to vine.co/v/5dBw316AQb7
Right click on page, "View source code" and almost at the top you will find the url for the video after "ContentURL". Pic related.

YouTube-DL can download individual Vines, I'm sure there's a way to download whatever Vine's version of playlists is as well, but idk what that would be. I never log into Vine, have only ever uploaded one vine, and I can count on one hand how many vines I actually wanted to save, so I'm not sure about how to download them in bulk since I don't need to.
