So I want to build a new PC but I have no idea where to start off. I know it seems like alot to ask but would of be possible to get a list of decently good parts for a 700$ budget. I think I can bump it up to 900 if needed.
Start with what you want to do with it. Once you do that, you should have a much better idea.

What I want to do with it is mainly use my new Wacom cintiq 22HD tablet to draw and make art, but I also want it to be able to play newer PC games also

here's what we did:
New:
>FX-4350 CPU
>1TB Hitachi hard drive
>RX 470 GPU
>GA-990FX-UD3 R5 motherboard (this was overkill)
>Logitech MX 518 mouse
>EVGA 500W PSU after our salvaged one died
>Edimax EW-7822UAC Wi-Fi adapter (very good choice if you can't get Ethernet)
>Windows 10 Home 64-bit OEM CD @Amazon
Used / Spare / Friends / Thrift store:
>keyboard, USB or PS/2
>monitor, 1366x768 or better
>spare case (you may not be as lucky; we did end up having to drop <$20 on an audio header from Alibaba for our cheapness, though.)

Forgot to mention, Hitachi=HGST after WD bought them.
But their HDD failure rates are still like an order of magnitude lower than WD's. Go figure.
