It's Chinese.

The big characters say "Pisces" (literally: Pair fish constellation)

I can't read a bunch of the smaller ones because it's one of those annoying stylized typefaces.

I took another crack at it. The smaller text says something about "It's said that [something] that likes eating sweets is very understanding."

Googling parts of the phrase gives a bunch of results with the phrase "听说喜欢吃甜食的童鞋都很善解人意", except the two missing characters just can't be right, and I don't get what the googled phrase even means.

I also found the phrase "听说爱吃甜食的双鱼座都很善解人意", which means "It's said that Pisces who love to eat sweets are very understanding."
