This is Hiouki Chebane, a key member of the asian branch of the terrorist group RAF in 1970s eastern China. Their group started comparatively small, with several armed robberies, but eventually captured the minister of finance on his holiday in a remote province. After that things escalated in the following years, culminating in an attempt to kill the head of state, which was however thwarted by Chinese secret police.
