I heard they are very harsh if you read/whatch things illegally there, but I want to continue reading Boku no Hero academia on Mangastream. is there a way I can safely read manga online in canada? also, is there a way to read the latest chapters of Boku no Hero legaly or I have to wait the volumes?

The RCMP does not give a fuck about what you do, as long as it isn't part of the black market. I'm talking downloading movies, burning them, then selling them for profit, shit like that. And none of the ISPs I know give a fuck about copyright violations, beyond forwarding notices that don't actually do anything and aren't legally meaningful.
I have no idea where you'd get the idea that Canada was somehow tougher than the US on these issues.
