A meme has to have a theme. Different pepes are used for different emotions.
Certain memes are used to evoce reactions.

What does this image do? You can't use it as a reaction image, it's not weird or funny enough to use it as a conversation starter, it' overall just not a good picture to become a meme.

The only way to get something like this popular is brutheforcing, like having a theme. Adding this in so many good pictures that people will get pissed off, and trolls will start putting it in even more pictures.
That MIGHT work with some images. But since it's not a complete head, plus you need something to get the hand from, this would be very hard to do.

Maybe if we edit out the hand completely, redraw the top of her head...

Something like this, plus the top of heir head might make it possible to mass-shoop her into something else.
I'm not a drawfag though, so this is the best I can do.

Another way could be to make an overlay of just her eyes and mouth, and overlay it on other characters faces. That might have potential actually.
