The RX 460 has higher clock speed (7.0 GHz vs 5800 MHz,) but less stream processors (896 vs 1024,) and a lower memory interface. (124-bit vs 256-bit.) I will not be recording/streaming gameplay, and I plan on having Skype open in the background.
Modern games like Overwatch and Battlefield 1 are my primary games.
What would be your suggestions for graphics cards?

Why spend $150 for the XFX version when you can get the Sapphire version for $110?

The R7 370 is faster. While the RX460 is a later generation, it is meant for the very low end market, and R7 370 was/is mid range.
I crawled the HWBot database, and OC-potential indicates that the R7 is easier to overclock as well, and can outperform even overclocked RX460. Though my sample size is very small since nobody uses these cards for benchmarking yet.

You can see here that the overclocked 370 outperforms the 460 which is 60mhz overclocked over max boost by a great margine even when paired with a slightly faster CPU:
