How to post images on 4chan from internet, with just the image url and without having to download it from the internet to the computer?

Just open the image and paste it on the file name when you browse for a picture.

I don't think it can work like that, when you paste the URL the browser simply downloads the image to cache then uploads it to 4chan, you can't make 2 servers communicate without you being in the middle.
That being said, ccd0 4chanX gives this option
