So I got this laptop and its screen resolution goes up to 1920x1080.
The picture isn't as clear as my other laptop (1280x720), however.
I heard that if I watch 720p videos using a 1080p monitor, it won't look as good. Do I have to resort to downloading 1080 videos now? Alternatively, could I just reduce my resolution then change it back when I'm down (this sounds really bothersome though)
What resolution do you have? What do you download when watching anime?
I have a 1440p monitor and I only download 1080p when the anime is actually sourced in 1080p, or it's a non-digital anime since depending on the type of film it'll scale up hard.
You can use http://anibin.blogspot.com/ to figure out if a show is 720/900/1080p.
If the show was sourced in 720 it's completely pointless to download a higher resolution.

Have you watched 720 on your 1440p monitor before?

Why would I download 720p shows if I wasn't watching them?
I use MadVR/MPC-HC though.

Is MadVR recommended over FFDshow or can I use both?

Don't use full screen and it won't cause the upscaling effect.

Watching 720p video at 1080p resolution is basically indisingusiable from watching 720p video at 720p resolution. If there's a difference in quality, it's probably something specific to the screen rather than just the choice of resolution.
