That highly depends on how you define 10/10.
If you want something with high appeal to all audiences and yet high popularity to quality ratio like FMAB, then there are Death Note, Code Grass, Steins Gate or TTGL.
But there are 9/10 at best if you ask seasoned veterans. There is no absolute answer to your question, but some answers that might pop up are Tatami Galaxy, Katanagatari, Shinsekai Yori and Serial Experiments Lain.
I think both Normie's and elitists will rate Cowboy Bebop at 10, though.

All memes aside, re: zero is pretty damn good. It's a fad on /a/ to hate on popular or successful shows, like some kind of hipsters.
In terms of artistic merit, thematic depth, strong narrative, and consensus of arguments these are in a league of their own.
