I seem to remember that there was a documentary or something similar on Africa and how everything basically crumbled (infrastructure, buildings, other facilities built by colonists) when the colonists left. I think, but am not certain, that pic related was in it (the main narrator?), or at least someone who looks like him. I just saw this image in a thread and was reminded of it, now I want to see it.
I tried finding it on youtube, but maybe I'm not using the right search terms.

TL;DR - Is pic related from a documentary/similar to do with Africa after colonists left? If so, what is it called?
