It's the Jackson Tower in Downtown Portland, OR.

The photo you posted appears to be taken in the pedestrian area to the left of the street view I posted. Notice the columns behind the tents of your picture and the columns in the streetview.
I really hope I didn't aid some weird stalking thing or something.
