start here, set something up according to your budget and then ask us for opinions
if you're gaming on it, graphics cards are where you want to put a bit more money if possible.
don't think you can afford an SSD, so just get a decently sized HDD. 1TB at absolute minimum, 2TB shouldn't be too much more expensive.
8GB RAM is about the minimum you need these days.
for a single graphics card, about 500w PSU should be sufficient, maybe even slightly less.
you won't need a CPU cooler, don't get a K-CPU.
make sure the case you choose is the right size for motherboard and graphics card.
