Help finding a movie

I don't remember a lot about it. I watched somewhere between 2004-2008 but it could have been brand new or much older
>It was a Horror movie based on a somewhat post apocalyptic time
>I remember a bomb going off in the beginning which is what caused a bonch of new borns to be defective and be basically mutants
>They all grew up together as a group of mutants
>they couldn't talk
>they ate whatever they could get their hands on
>A group of Americans went on a trip to a desert area- the mutant's home
>there was one of yhe mutants that wore a red hood like pic related
>she was the nicer one
>more humanish than the rest
>one of the guys brought his dogs with him
>when they were camping the mutants came and ate One of them
I don't remember how it ended, that's basically all I remember, really
