Well, truth is a $200 custom pc is going to be SHIT all around.
Any hope to later on to upgrade it will be a waste.
If you really want more bang for your buck I suggest a prebuilt shit one from Wal-mart or some box store. It will be shit also but you get slighty better specs since they save big time by ordering their crap in bulk and they provide you with a legitimate OS.
For example the cheapest case you'll get is $30 and it will come with a power supply but will be crap.
You can get a HDD for $50 or so. That only leaves you with $120 for ram cpu and motherboard. Shit is tough.

Don't go to Walmart, look for used computer stores. For example, there's a place called re-pc in my area (idk if it's a chain or not) but places like it sell dirt cheap ancient hardware for the destitute.
I don't think you'll be able to game very well for under $200 though. You could fish up a case for under $10 from any of those types of stores but a mobo and CPU will cost you at least $200 if you want sensible performance, let alone the graphics card, and I would never ever skimp on the PSU. You're either going to have to increase your budget or decrease your plans of what you'll use the PC for
Also, you should wait for black Friday if you're this poor

Honestly just buy something used if you want indie games. Something along the lines of GTX280 with some Core 2 Duo/Core 2 Quad should be aviable around that price range if you look for it on forums.
