Is it possible to use a remote control to select which operating system in grub gets booted??

Sure!
Just install BITS, and write the remote control driver yourself.
BITS gives you hardware access, which should be sufficient for bitbanging a serial IR device. If you need USB, you might be SOL, because running an entire USB host is the kind of thing OSes are for.
You might be better off using a Pi Zero to snoop the remote, and interfacing with GRUB over TCP or similar.

You're trying to do something that needs an OS, without an OS, so no.
You could boot a stub OS thats sole job is to reboot into the one you want? Leave instructions for GRUB on a partition just for that purpose then reboot, and script GRUB to read the instructions and boot the requested OS?
