Junji Ito proved to the world that manga could deliver proper scares, but so far only the first two seasons of Yami Shibai delivered in the anime front, and those were essentially motion comics in their own right.
There has to be somebody out there who managed to make anime scary or at least unsettling.
Kowabon is pretty much Fuan no Tane in rotoscoped animu form (except it's not Fuan no Tane)
You might like kagewani, it's by the same group. It's not really scary, but it has some unsettling episodes.
Oh, Gyo has a movie, but I don't know how good it is.

I'd rather say Gyo wasn't translated well to screen. It doesn't seem impossible. Really it's just a zombie movie with a twist; in the right hands it has no reason not to work.
