I'm looking to build a moderately cheap gaming PC for around $600 ~ $700 that can run most modern and upcoming games on the highest settings possible while still being playable

You wont be able to run games on the highest setting possible with an i5, but you can run most smoothly in medium maybe.
I have an i5 laptop with a intel 4000HD graphics card and it can run games like Brothers A Tale of Two Sons and Lili, Child of Geos on the lowest settings with 60 FPS. (I havent bothered testing other games because its not my main laptop, its for work.)
I dont know if i5 can handle the graphics card you're choosing. I'd suggest play it safe and copy someone else's computer.

I'd like to add, perhaps you can run them in full settings if you have a good cooler on your PC. My computer lags, but thats because I dont have a cooler on it maybe.

At what resolution? If it's 1080p then your RX480 is more than enough.

8GB ram
500W PSU, coolermaster or the likes

A case with 1 or 2 fans

An i5 is more than enough, the difference between an i5 and an i7 is negligible when it comes to gaming, it's all about your gpu.
