Help finding a certain anime

Okay, so I remember watching this one anime as a kid from old Toonami. I think it was probably somewhere between 2007-2012, and I really want to remember what it was. So all I remember from it was where this one guy had a special cell phone, and he called someone/something from the phone, and he told the phone to kill someone, and then that person died. And I think there was also another scene where this chubby guy woke up (looked like he was living in a small apartment) and he was drying his only pair of pants on a string, and his pants flew out of his room because of a strong draft.
