My applocale doesn't work and I can't unzip these filenames with their japanese filenames:
https://bowlroll.net/file/92179
It's just gibberish and I need the original filenames or the files don't work. Can someone unzip them and reupload them unzipped?
>reupload them unzipped

It's unzipping them right.
The filenames in the archive are shift-JIS, which is an abuse of ASCII to represent Japanese characters.
The ZIP specification specifically states that filenames can be either ascii or UTF-8. The ZIP specification specifically does not state that filenames can be shift-JIS, and any program that extracts them is meeting the specification if it produces "gibberish" (as that is what the .zip file actually specifies), and failing to meet the specification if it magics them into unicode.
Best bet is to extract them to their (correct) ascii encoding, then use something like convmv or https://github.com/xen0n/sjis-converter to rename them.
