Is it possible to have a thumbnail for webms?
sure is. win 10.
There's a program called 'Media Preview' which is exactly what you want.

It's just not good.
Without getting into a pages-long rant: both MPC-HC and mpv offer better quality *and* performance, wider format and feature support, and more customization options. VLC may do its job fine in your case, but the other options are still better.
I use Icaros.

I'm not sure if you're trolling or just a dumbass, but no, 'better performance' means using fewer resources like CPU cycles and memory. Also, they never have to rebuild a font cache.
Though now that you mention it, beginning playback and seeking may be faster, as well. I know VLC used to have horrible problems with seeking.

as people mentioned vlc is good for streaming but not so great at playing local content. i ditched vlc years ago feels like its stuck in the XP era of sw
