the way video codecs work is with two types of frames: key frames and predicted frames. key frames are saved as full images. they are easy to seek to and tend to improve quality, but also take a lot more space. all the frames inbetween are not saved as full images, but only as progressive changes from the last frame. since you're encoding with very little data per frame, the images are saved far from perfectly, causing this "snapping" behaviour whenever a new key frame rolls around.
you have 10 kbps for 25 fps. either up the bitrate or (better yet) lower the frame rate. since it's a static image anyway you don't need more than 1 fps (-r 1). suddenly you have 25 times more available data per frame and get much better results.
downside: keyframes are spread out far and may make seeking worse. you can account for that too, if you want. here's my go-to command with proper quality settings for 4chan that inserts keyframes every 10 seconds. if feel like you hear compression on the audio, you can up -qscale:a to 2 or 3.
