-b:v sets a target AVERAGE bitrate, which will be overuled by quality settings from -qmax etc. You can also set a maximum deviation from the target average bitrate -bt, or the max / min with -minrate or -maxrate.

I've removed -b:v and the file size decreased yet again to 1.5 MB, while the quality has remained the same. Is there any point in specifying -b:v? I'm pretty sure if I use imagemagick I could find some differences between the frames, but to the naked eye, -b:v deems to make no difference at all as far as quality goes.
