It's a pretty straightforward political joke. Basically, the red white and blue parasol is representing America's protection/patron type relationship with Japan. It's offering shade on a beach, when there are plenty of other options for shade. And no one there is even using it. But it's in the center of the frame as if it's the most important thing ever. It's basically saying America is useless the same way as this unused parasol, and Japan should dissolve their relationship with them and reinstate a full military and act more aggresively through the region. A lot of anime, when it touches on politics at all, is really oddly nationalistic and far right like this.

It should look exactly the same, just smaller.

If resizing it distorts the video then your settings are causing it.
The aspect ratio might be off or something, I can't tell without seeing it.

But the concept is you lower the resolution of the video to free up space.
Then lower the CRF/Tolerance to values to make the video look better. (lower values = better video quality = higher file size)
