I remember watching that tourney. Basically what happens was that one guy was already doing inputs but he also tried to cancel it into a team super but his moves were already in animation. So the game tried to finish the animation but also try to start up another one at the same time, hence why wesker just stood there and Dante kept doing the same move. Since it was all registering though, the hits still counted, don't know if you'll understand any of this if you've never played the game...

I don't know how to webm, but if someone is interested, it'd make a good glitch webm from about 20:00 until 20:12 in this video here.

It's a well known Smash Bros. Melee glitch, but it makes the crowd go wild because it decided the winner of a tournament match.

Not quite, Dante isn't doing the same move repeatedly - you have to actually control Dante and do specific actions to make the glitch work.
The glitch is initiated by cancelling into a THC at a specific time after the Wild Stomp > Stinger (1 or 2 frames, something like that). But to keep it going, you have to keep doing state changes with Dante. Namely, Wild Stomp > Stinger > Million Stabs > Launch > Clay Pigeon > Stinger > Million Stabs > Launch > ...
If you mess up and don't keep Dante doing state changes, the glitch state stops like what happened in the webm.
If done correctly, the glitch state persists indefinitely . Every hit does minimum damage, so it is possible to kill a character with the glitch. The thing is, since all the special effects start to pile up on each other, you'll probably crash the console before you kill a character (but even then, there are ways to get around that).

Just after I recorded that I went around the building and ran into two non-hostile mercs; a black guy and an old white guy. I killed them both, and then about 20 seconds later another merc pops into existence in the same spot. I look at the bodies and I find that it's the same black guy, and the body of the old white guy has turned into the black guy as well.
