This webm is actually simply explained. The bell is acting as a receiver for (adimittely, luckily timed/frequency) radio transmissions and the bird is just repeating what it hears. Usually modern radio transmissions are just random blips like that instead of regular speech. Why you see chicken around the farm they will often use their talons or beaks to excavate to:
