I've never been really scared of Godzilla because I grew up with the cheesy 70's movies. But for Japs, kaiju represent total military defeat and grand loss of life, along with the devastating effects of nuclear fallout. For amerifats it could be just the size of an unstoppable killing machine bent on tearing down entire cities and massacring millions with a little 9/11 flair thrown in.
Cloverfield did do something different though. It gave you an idea of the scale of the monster, but never shows it until the end. It plays far more into the fear of the unknown, cosmic horror sort of aspect. It's more pure horror rather than the horror/action/comedy of kaiju flicks

Also the way the found footage style filming "binds" you to something, it removes the omniscience of the roaming observer and leaves you there with the victim of the movie, you know just as much as he does presumably
