Having used Premiere there is an option to do that - open up the effects panel, turn on automation (it's the little stopwatch), then mark a breakpoint at the beginning of the clip. Go to the end of the clip, create another breakpoint, and edit the position to its new position. Premiere should now smoothly interpolate between the two. If your motion is also smoothly linear, then you're done.

HitFilm Express is free, and a full working program, not just the demo. And it's surprisingly featured although I'm sure the pro version has more if you can find a crack.

You need an email address and stuff for the free version but otherwise it works fine

That's what I was looking for, some sort of motion based matte, but I couldn't figure it out and it was just a few frames to do manually so I just did it. I'm sure there's a way though, it's more of a compositing software than a regular video editing software.

Is Photoshop really a good choice to animate?
I have decent Photoshop skills (been using it from time to time as a hobby for years, so I am used to it) and I'm searching for an animation software but Flash's brush tool seems to be kinda shitty and (AFAIK) doesn't work well with mp4.
So, is PS a good option?

Having never used anything else, it's far from optimal. Frames seem to be stored as layers with their visibility toggled for each frame, which is kind of odd to work with when you have multiple actual layers that need to change during the animation. If all you're doing is taking multiple frames and piecing them together into a .gif, it's fine for that. Instead of using the built-in animation function, I just exported 8 different images (7 frames of leg motion with transparent BG and 1 long cloud image), then pieced them together in premiere.

resolve is okay. I made my last documentary almost completely in resolve. there's a huge lack of plugins though. it's one of the better nonlinear editors out there though. premiere is easier for normal people to learn because of the massive amounts of tutorials and plugins.
