it's more of an art than a science because size depends greatly on the kind of source. I'm lookinf for when an anon in /wsg/ described a way to do it. >>1712903 might help, but never found an online calculator that suited webm. Setting bitrate in ShotCut or ffmpeg command line should work, but too complex for me who uses WFR.
I just do it "by eye" with a good idea what a clip will encode to. Low contrast slow moving scenes as in top of thread do best, as does low detail, flat colouring, no frame cuts.
