No more loud then most other cultures. The Japanese are on average more soft spoken then other languages, so foreigners in general tend to be loud and obnoxious in depictions since that is how they see most others.

Interestingly enough, a lot of other asian languages are the opposite of the japanese and can be quite loud. Has something to do with how their languages are structured and tone and inflection can change the meaning of phrases. So one moment soft spoken, the next moment getting very loud. Also the tones they use for a wide variety of their speech is only relegated to commanding or angry speaking in western languages which can confuse us into thinking they are angry when they are not.
