Any tips on compressing dynamic videos?

For the way of video I don't think you can push it much further, I just tried encoding the same video as you and I got a bit of a clearer video by lowering the resolution to 240p and dropping the framerate to 24. But I did end up using a higher bitrate.

You could save more space by using a consistent bitrate for audio, 64k-54k is usually what I use as vorbis does a pretty alright job. If you're really tight for space you can convert the audio to mono and halve the bitrate which I don't recommend.

Basically you can't get much better than what you have, someone correct me if I'm wrong though (which I would actually greatly appreciate)

Yes but that doesn't mean you can't come up with something similar.
I'm writing a small script that will in theory help me calculate the bitrate needed to hit the limit. It's "working" right now for simple things like stripping the audio out of shit and downsizing to 720p. I still need to make it see that if a video is smaller than 720 to not upsize it. Also need to make it check if the bitrate of the video is worse than what it calcs in the first place.

anyway let me try to describe

the animation was really kinda rough but decent
the storyline is there is a young guy who sets up in public to play guitar,(he has long hair and a beanie) he wants to be a rock star, but is unsuccesfull. Then later as he walks back home he sees a vocaloid model for sale in a store nearby. He then breaks in and saves her from the shop and goes running. They spend the rest of the evening together and reliably the police find him and he puts out his hands and is taken away.

This was my favorite music video from a few years back and now that I'm getting back into vocaloid I can't find mention of it anywhere.

pls help, I'm looking through the archives and nothing is popping up.

I don't know how to extract cover art from MP3 but once you have that art in its own file, you do this:
