90's music videos are rarely high resolution, might as well encode them in 240p without any special quality magic. just a static cover art image will do if there's no video available, which also doesn't have to be in high resolution
personally I would rather have a shorter clip that demos a song better than a webm of the full song. if it catches my interest I will look up elsewhere anyway

It depends on how you look at it. If we're talking about a certain "look and feel", music videos changed a lot even throughout the nineties. In the early nineties a lot of directors certainly had a thing for vibrant, even oversaturated colors and switching between high-contrast/low key lighting shots (a sort of Kodachrome-look if you will) and deliberately overlit, washed-out looking shots.
I'd name Nirvana's "Heart-Shaped Box", RHCP's "Warped", "Goodnight Girl" by Wet Wet Wet and "No Rain" by Blind Melon as prime examples here, with at least two of which having been posted on this thread. Even monochrome and sepia-toned videos would usually adopt a "classic" high-contrast/low key lighting look.
The late nineties however saw quite a shift in style, which would carry over to the early oughties. We were in the clean-cut, "fashionbly sterile" digital age now (note that the attribute "fashionably sterile" would also apply to certain trends of the 80s, albeit in a slightly different fashion): Whites and greys became more fashionable, the grainy Kodachrome-look gave way to digital video recording techniques, digital color grading became a thing and directors would experiment with low color dynamics and crisp primary colors as mere accents. Also CGI was obviously getting bigger and bigger. Examples that come to my mind here would be "Freestyler" by Bomfunk MCs, "Higher" by Creed and tons of other dreadful "post-grunge" videos, "What's It Gonna Be?!" by Busta Rhymes and Janet Jackson and "All Is Full of Love" by Björk.
FILMING AND EDITING TECHNIQUES on the other hand... well, they have remained pretty much same ever since the 80s, ever since something like an "MTV-style" had been established.
