Nope, in the remastered shot it's a CG version. Don't be fooled: just look how the shape of the engineering section is slightly different.
The cool thing about said CG model is that it retained the beautiful proportions of the original 6-foot model while adding all the surface detail of the 4-foot model and then some. For example it now contains Ten Forward, which the 6ft model didn't (at least not until it was refurbished for "Generations"), also now the RCS thrusters have actual openings and aren't just yellow rectangles and those other yellowish rectangular surface details (I think they're supposed to be transporter emitters or something) are slightly elevated as opposed to being mere decals.
By maintaining the 6ft proportions it also eliminates the shortcomings of the 4ft model, such as the thick saucer rim and the squat-looking engineering section.
So, in a way, this CG model is pretty much the "ultimate" 1701-D.

Of course in MOST shots they used the original composite elements.
However, they replaced the original model shots with CG whenever the original footage (i.e. the negatives for the original composite elements) was not retrievable. For some shots they used the old CG model originally created for "Generations" (where it also only appeared in a handful of select shots) for others they used CG models created by the companies that were in charge with the remastering process (very well observable in every "probe launch"-sequence, since that original closeup of the Enterprise that was used in at least three episodes was lost. Btw. those sequences also show how much shoddier the company that did the remastering on S2 worked, when compared to the other company ... or companies – I don't recall whether it were two or three companies they hired for the job).
While the quality of those CG models varied, they were invariably based on the 6ft model. That is until S5 when they introduced the CG model seen in the WEBM which was, of course, also only used in a handful of shots throughout the rest of the series.

All of TNG was filmed on film (which is easily converted to HD) but all the completed episodes were finalised on video, so to remaster TNG they had to go back to all the original takes, sort through them all for the right takes, and then re-edit every single episode from scratch, and also re-do all of the CGI effects (like phaser fire etc...) from scratch. It cost around $12,000,000. And TNG used models for the ships etc, which were filmed on film (and thus could be HD'd).
DS9 and VOY used CGI for the vast majority of their ships, so there's no original film that you can go back and convert to HD, you'd have to re-do everything from scratch. DS9 especially also used a lot more CGI in-frame, with Odo and the shapeshifters etc... which makes converting the original film to HD a lot more complicated too, since you have to re-do those scenes entirely from scratch.
So it cost them a fortune to do TNG, and it'd cost them more to do DS9 and Voyager, and no one cares enough to do it.

Well TNG cost $12,000,000 to do, DS9 is projected to cost more (and given that they'd need to go back to the original film, which is in long term storage, the longer they leave it the more it'll cost), and the highest kickstarted TV show is the MST3K revival which got $5,700,000.
I don't think they'd raise enough money to do it. The number of people who would pay money for a remastered DS9 is smaller than the amount of total DS9 fans in the first place, and DS9 was never massively popular.

This episode is actually a sort of "guilty pleasure" to me.
Yeah, it felt like a fanfic and Okona is the biggest Mary Sue imagibable but that's also what lends the episode a weird sort of charm. Firstly, you can't blame Bill Campbell for how it all turned out, he was doing a fine job after all and thinking that he had originally auditioned for the part of Riker, one has to wonder whether he wouldn't even have been a better fit than Frakes (who was still kinda one-note at that point during the show's run).
Then there are several general instances of terrible writing in that episode which one would've expected in Season 1 but which Season 2 had mostly done away with and yet, just like Season 1 could be very enjoyable in its cheesiness, all the blunders in this episode ("third-person characterization", say it, everyone!) aren't all that detrimental to the simple, lighthearted underlying plot.
And yet there's a big "BUT". And that would be: But there's absolutely NO EXCUSE for the dreadful Data subplot! Oh the shivers! Having Joe Piscopo in what basically amounts to an "as himself"-role is one thing (and inexcusable in its own right) but WHAT THE FUCK were they thinking ("they" cause I have no idea who of the three writers plus one guy who crammed it all into a teleplay for this episode came up with the subplot in the first place) when they were scripting the Data/Guinan dialogue scenes! Those were just... just horrible. Horrible beyond words.

Insurrection was the worst TNG movie, for my money. Generations feels like a below average TNG episode, comparable in tone to the more stupid TNG stuff like that one where the Enterprise spontaneously generates a new life form for no reason and the computer takes over the holodeck and forces everyone to be on a train as it races to a star or whatever.
Insurrection feels like a shitty Voyager episode. New aliens for no reason, Picard acting even more out of character than he does in any other TNG movie (except maybe the driving section in Nemesis, which is stupid for a whole host of reasons), and an utterly unsympathetic plot (seriously, why don't they just move off the planet and use whatever medical advancement the "bad guys" are planning to create from the nebula, jesus christ they're not even native to it).
It even had this bizarre low budget feel being set in just a forest area near a lake and everyone dressed up in shit that looks like it was stolen from a thrift store. Even the big finale is filmed in a set that looks like it was made from scaffolding and a greenscreen that they forgot to greenscreen. And the Enterprise's manual control stick looks like a $5 USB joystick.

Latinum is inherently scarce because it's impossible to replicate, that's why it's used as a currency at all. The gold is just there to contain the latinum and look pretty, it's otherwise worthless.
The only way it makes sense is if the Federation is selling tons of stuff to races that have a currency, then stockpiling that money somewhere for distribution to officers in areas that need it.
You can't just... generate money out of nowhere, that's not how currency works. If the Federation could just create as much money as they needed whenever they needed it for interaction with other races, alpha quadrant inflation would skyrocket and become Zimbabwe levels of uncontrollable. Which the ferengi wouldn't allow.
So my point stands; for DS9 to make sense, the Federation MUST have a limited currency in use somewhere, somehow, and they never expand on that.

Oh, there's a plethora of problems associated with the whole "families on the UFP flagship"-idea and even the most overzealous TNG fan will have a hard time trying to deny them (speaking as quite a TNG zealot myself).
If you look at the behind-the-scenes situation there, it's apparent that this is one of a couple of ill decisions that Roddenberry has made as a result of him imprinting his personal experiences on his utopian vision:
It all goes back to the days of TOS, when Roddenberry reportedly resented having to overlook the shooting process as a producer(/exec. producer/writer/director – depending on the episode) because he had to stay away from his family for months.
So what was incorported into the concept for TNG was the vision that everyone ready to go on an extended exploration mission should have the right to bring his/her family.
Thus, in "Encounter at Farpoint", which was co-written by Roddenberry, we get our first saucer separation sequence and it's presented as a means to ensure the safety of the civilians aboard the Enterprise.
Nice thought... but now imagine every episode in which the Big E faces some serious danger including a saucer-sep sequence.
I guess Roddenberry himself realised that he hadn't quite thought this through at some point (there was a grand total of four saucer-seps in TNG and every time footage from "Encounter at Farpoint" was reused – additionally, the 4ft-model used later on in the series, didn't even have the ability to separate).

Ah, "The Royale". I recently rewatched that episode.
It's an extremely fun episode of the "weirder" kind but it's also really curious in that it actually has the most problem-riddled first ten minutes in the entirety of TNG!
And it's mostly about problems that no one could've anticipated during the time the episode was written!
Let me break it down:
First off, as soon as they enter the planet's orbit, Geordi as well as his station's readout state that the planet's surface temperature is -291°C – almost eighteen degrees below absolute zero... That's what happens when sci-fi writers haven't picked up a physics book in years.
Then, just a minute afterwards we have Picard talking about Fermat's Last Theorem, stating that it hasn't been proven in over 700 years (i.e. it remains unproven by the time the episode is set in, the year 2365).
However, it actually WAS proven in 1994 (five years after the episode aired).
Next we see the crew beaming aboard debris from an ancient NASA spacecraft – clearly identifiable by the classic NASA "worm"-logo...
...which NASA ceased to use in 1992.
The vessel however was meant to have been launched in the 21st century.
In the same shot we see that piece of debris is bearing a 52-star US flag. The stars aren't the problem, since they actually become a minor plot point later in the episode, but for some reason the rectangle bearing the stars rests on a RED stripe instead of a white one – a design not used since the 15-star, 15-stripe flag used from 1795 to 1818.
And lastly, when they enter the "hotel" ... okay, this is not a real complaint, but boy does that set just SCREAM "1988" at you!
Really, everything, ranging from the CRT monitor behind the counter to the phones on the walls to the extras' costumes, the wallpapers and light fixtures seen in one of the hotel rooms later on in the episode, is so VERY VERY eighties.

Starting from Season 3, not only does the "no spandex on the bridge"-doctrine help a lot to give the show a more modern feel, they actually really found that fine balance to give everything a sort of timeless look, even when it comes to supposedly alien civilizations.
No more LED readouts on consoles, no more chiffon dresses for female cast members.
The few times when certain aspects of "trek fashion" still DO look dated after S2 are mostly limited to occasions when children are shown, like for example the girl in "Imaginary Friend" with her distinctly early-90s-looking puffy-sleeved dress. And then there are a few other cases where the costume designers seemed to be bit too fond of the early-90s 'oversized' look – but I couldn't name any examples off the top of my head.
