tugboats are specifically designed to tug and tow, they are pretty much just a big pair of engines with a box on top and a hull designed to just go forward.

Tugboats are also generally build up speed slowly, especially with a larger ship, and with a very larger ship are never very fast at all. The russian carrier (which is a pretty small carrier) had to be towed home by a tug and it had a pretty tough time.
