I don't think people who didn't play the game understand how good this play is. Sure, you get that Daigo parries all of the moves, but that's not what makes the play.

First of all the guy he's playing against, Justin, had been using a turtle style throughout the tournament, which was bringing in great results, and was also something Daigo was not good against. But Justin also had a weakness. Eventhough he was playing this very safe style, he's actually a showoff, who had the most KO's with supers or something like that. And Daigo knows this.

So what he does is he throws in a couple of Hadoukens that are very easy to block to purposely get Justins meter up so, like a show off he is, he'd go in for the super. And Daigo wants this because when you parry a move, you get a bit of super meter. But you can actually see Daigo jump up and parry the high kick at the end. If he didn't do this, since there is a small window after a parry to get a hit in, Justin would just miss a hit instead of getting parried, meaning he could easily block Daigos super.

It's also notable that Daigo gets a big audio cue from the sounds Chun-li makes to time his parries, but he couldn't hear the audio due to the crowd

In 3S all you had to do to build meter was use a normal move. Any button on your stick builds meter which is why Justin could execute turtling with chun-li so easily. Build meter, force the opponent to come in and over extend and punish. Once you get meter you can crouching light into super at will making chun-li one of the best characters in the game. Daigo didn't need to throw hadoukens to make him build meter because Chun-li's back fierce does that job 10x easier.

Justin was trying to chip Daigo out because that's an extremely common strategy to use in 3S or any SF game. Justin didn't anticipate that Daigo would parry an entire super, in tournament, and he even attempted to mess up the parry timing by mashing his arcade stick in combination with the crowd noise.

If a civilization has no need or time for certain technological advancements then they probably won't achieve them. They don't. There's frame data for every move in the game, people know how many milliseconds are in between each hit of that super and how much delay a parry flash causes. The only real element of random timing in a fighting game is network lag, which isn't a factor when they're both playing local on the same console.
