hey I was wondering, what values do you use to make good quality OPs? I generally use CRF 4 and video bitrate between 250 and 300 to stay under 4MB but it kind of sucks. suggestions?

How about lowering the resolution a bit more next time for starters?...
Generally i use a CRF of 40-50 with a tolerance of 5 depending on how demanding the OP is and a 300p resolution over all.

if you use a bitrate calculator that deducts the audio rate you end up with 300k for video stream and about 50k for audio in a 90 second clip
next have a look at the webm homepage for settings for high quality encode, also note that the critical factor is the max size of the webm so doing a 3 pass vbr is an excellent way to achieve the size you need

That is literally how CRF works
1. Motion
2. Resolution
3. FPS
All these factors change the resulting file size and how much bitrate will be used for each frame.
As example: If you set it to 25,like i did in the mixtape webm's, the bitrate can end up 4000 under 1080p, while under 720p It'll only be 2000 because there is less information. etc etc
I'm not the best at explaining this kind of shit, sorry.
