Thank you. It's actually not that hard: What you need is of course a video that's as noiseless as possible (remember: every bit of film grain is a potential bitrate-killer) if it isn't, then de-noise it.
And then – that's the trick – just lower the framerate. Downloaded youtube vids will always run at a constant 30 fps (unless it's a 60 fps video of course). But you can lower it to 20 fps (even 18 fps if the video itself is rather static) and most people won't notice a thing.

Well, and then of course you need to find the "sweet spot" when it comes to resolution. A vertical resolution of 240px might be very small but it's still tolerable. Everything below will cause the "WEBM for Ants"-effect. All the better if you can go above, but that's where a bit of fiddling will be involved. As you can see, I chose a vertical res of 250px for "Let Forever Be" (which looks nicer for a widescreen video) but that was a lucky hit if you will. One just needs to face the simple truth that you can't cram a 5-minute HD-WEBM into 4 MB unless it only consists of static monochrome images.

I've been hunting for a particular song that I believe was from the late 90's to early 2000s. I don't remember much about it since I only listened to it as a kid, but it was a electronica song with I think some classical instruments. It had a female vocalist. The thing that stands out the most in my memory was an almost mechanical sound near the latter half of the song, followed by some moans and wails of what sounded like old women. It really stuck with me and I have been hunting for it for over 10 years, and I have found no leads. It was on a mix CD my mom had and i used to listen to it when I went to bed.

"Homogenic" was the first Björk album I bought (not upon release but rather around 2001 or so, when I had grown out of the whole 60s/70s revival thing that had also permeated the mid-to-late nineties – think of the whole Britpop mod-revival malarky – and everything "prog"/post-rock, avantgarde-pop was really starting to grow on me) and it bothered me endlessly that the album didn't contain Björk's original mix of the song (which is the one used in the video) but rather a stripped-down remix.
