Now, the terminology here can be a bit confusing and is somewhat contentious. I guess it's fair to say that "cyberpunk" chiefly denotes a literary genre, whereas "future noir" describes a mood or style (just like the terms "film noir" and "neo noir" are attributed to a style rather than a distinct genre of film).
Also, the term "future noir" can be used interchangeably with "tech noir".
The movie "Blade Runner", for example, isn't a cyberpunk story in the narrow sense (in the NARROW sense, mind you) but it pretty much codified "future noir"/"tech noir", whereas William Gibson's novel "Neuromancer" is considered the archetypal cyberpunk and the "tech noir" mood just fits the novel like a glove. If you want a definition of the "future/tech noir" style, look no further than the famous fist sentence in that novel (or more precisely the novel's first segment named "Chiba City Blues"): "The sky above the port was the color of television, tuned to a dead channel."

Fair enough. I tend to use the term "cyberpunk" rather loosely as well – I'd also refer to Blade Runner as "THE cyberpunk movie" even though it really isn't.
But since OP is looking for imagery fitting a specific mood or style I'd just rather go for a term that encompasses more than merely cyberpunk.

I have to admit: That's really not a simple question whatsoever.
As I said, I still WOULD regard "Blade Runner" as the definitive cyberpunk film, if only because no film before or since has captured the look and feel that I henceforth referred to as "tech noir"/"future noir" in a similar manner. Blade Runner was the one film to put the cyberpunk look to celluloid. Also the film's basic premise is still quite close to a purist's vision of cyberpunk: Starting from the basic "High Tech, Low Life"-outlook there is that element of artificial intelligence and the question of what makes a human (replicants are, for lack of a better word, androids after all. Bio-engineered androids, sure, but if you ignore that there's the sci-fi subgenre of "biopunk", androids, clones and bio-engineering are still very much staples of cyberpunk) etc.

Yet, from a purist's point of view, the simple answer to the question would be: There is none. And that's because from a purist's point of view, cyberpunk can only touch on so many themes and subjects: Artificial intelligence, hacking, the loss of self, transhumanism, invasive technology, overwhelming corporate power, underground societies, shadow governments, weird drugs – those would be the themes that I could name off the top of my head.

Now, there have been films touching on one subject or another at length.
"The Matrix" SORTA touches on a lot of them... but only seemingly: The fact that Neo is a hacker loses all relevance about a third into the movie, artificial intelligence might in a way be a central theme BUT its motives are explained away quickly and easily. So there might be an emphasis on the CYBER-part of cyberpunk, but ultimately it's just the prettiest martial arts flick of its time and no more "cyberpunk" than, say, the original Terminator movies. Also the look and feel is sorta off. I'd consider the first third of the film "pure cyberpunk" but that's about it.

The "main continuity" Ghost in the Shell films (i.e. the 1995 one and "Innocence") touch on more cyberpunk aspects and at greater detail. How "cyberpunk" you deem the look of those films is a matter of taste but I'd say looks-wise they're the most cyberpunk animes next to "Akira".

An often-overlooked beautiful film that encompasses a LOT of cyberpunk elements would also be "Strange Days" (USA, 1995).
It's heavier on the PUNK-part of cyberpunk though, but personally, I just really love this film.

Darren Aronofky's "π" (USA, 1998) focuses on the more "brainy" aspects of cyberpunk and is most definitely worth a watch. Its setting is far from "pure cyberpunk" though, it rather pays hommage to expressionist and surrealist cinema of the 1920s.

The schlockfest that is "Johnny Mnemonic" (USA, 1995) COULD'VE BEEN the ultimate cyberpunk movie, considering it has so far been the only cinematic adaptation of a William Gibson story that's set in the "Sprawl", but alas! It's just not exactly a good film... it offers some cheese/camp-value though, like Keanu Reeves hamming it up and Henry Rollins chewing scenery like there was no tomorrow. It also tries its best at depicting cyberspace (a.k.a. "the matrix") ... and fails. In case you haven't watched it, just have a look:

Another Gibson-adaptation would be "New Rose Hotel" (USA, 1998), but that one's really easy on the cyberpunk-elements... It's still, well, set in a "cyberpunk universe" or something, I wager...

So... well, maybe you haven't seen one or two of them. I wouldn't really SUGGEST any except for the usual suspects (i.e. Blade Runner, Matrix, GitS, Akira) AND most definitely "Strange Days".

Oh and maybe you might want to take a look at Richard Linklater's "A Scanner Darkly" (USA, 2006) – it's one damn fine movie and, as with all Philip K. Dick-adaptations, I guess you could call it "proto-cyberpunk" or something...

Burial gets my vote for a modern noir interpretation.

Far future is ambient vaporware or original 80s synth (Vangelis, anyone?). That works for a lot of sci-fi.

Dub and/or dub techno (they're pretty similar, dub techno isn't very techno-y) works in city-scapes specifically, steet-level action scenes, but not everywhere. Best when muted by walls/doors.

Industrial is too loud and goes better with steampunk.

Jazz either works with everything, or works with nothing.

Video Games? – Doing a bit better on that front, but there are still rather few games that truly tell a story based on cyberpunk-concepts (like Deus Ex, the Syndicate games, maybe the System Shock games and a couple of adventure games like the rather recent Technobabylon) and are not just generic games using cyberpunk as a neat backdrop (or games that make use of the cyberpunk-flavored high fantasy environment of the Shadowrun roleplaying system).

What else is there left? – Novels of course, Gibson's Sprawl Trilogy along with some of his short stories, Stephenson's "Snow Crash" (more or less), Pat Cadigan's "Synners" (a bit of an underdog and sometimes annoyingly "trippy". Still very much cyberpunk) and Morgan's "Altered Carbon" (but not its sequels). And yet still: That's about it.

Is it the fact rain is something we have all felt. I know one Japense director would put in weather in his shots because its a feeling you can relate to.

Is it the glowing lighting's reflecting off surfaces that while dry would never reflect them?

Here's a tutorial for taking one of these gifs and setting it to music.

OC coming in.

When I say OC, I mean HEAVILY inspired (but nothing actually copied, done by hand). Just getting started with pixel art and tried my hand at Isometric styles.

This is the result of making some template buildings then stitching them together to see what happens.

Ideally, in the future, I'll have more buildings, roads (hovercars, maybe.

But for some begginer stuff, I think this has turned out well.

I'm finding the purple/pink combo also pretty much fits this perfectly.
