i made the redo with these
found the extra flags on stack overflow or something so no idea what they do
also i extracted the ogg from the original webm and made it a wav with ffmpeg and set the time manually because it kept making the webm too long otherwise

mkv(and presumably mka) is a fucking container so you can put stuff like mp4 and .ogg together. 99% you could have still copied it over even just renaming it to .ogg.
You didn't have to reencode everything five times, that's just terrible practice.
I just added -loop 1 to my line and it produced this after a more lengthy video encode, which previously was instant. The filesize is also much larger. I think it should work for you.
I think the best solution is the original, and just for the software to catch up. I've never had a problem with them on any of my browsers on linux.
