Also, trailers with single axles are much more unstable than trailers with 2 or more.
They can have a tendency to absorb the shifting weight and then fling it back in the other direction and eventually the whole trailer begins to uncontrollably rock and jump back and forth.

On top of that the van there is pretty small with a short wheelbase.
Good for backing and maneuvering, not so much if the trailer starts to bounce/slide.

When I'm riding my bicycle in the city, drivers that do this drive me crazy. 2-3 cars close together in right lane, left lane completely empty. Despite me with my obnoxious strobe, first driver waits until 20 feet back to change lanes, each subsequent car has less and less time to react.

The recording car isn't even hogging the lane, the next car in front is going slower than them, so the black car has exactly zero reason to pull that stupid fucking move.
Even if there was a reason (maybe they're blind and didn't realise they're stuck in heavy traffic?), the gap they are trying to change lanes in is way too small.

It is the drivers responsibility to follow at a safe enough distance to stop without hitting the vehicle in front of them.

If the SUV had hit a deer, got hit by another car, or had to stop for any reason (like a cop signaling them) it is the following cars fault if they were following too close and hit the SUV. Main problem with driving is that you can do everything 100% right and still have some other moron ruin your day.

Defensive driving is the best way to behave. If you see something weird, slow down. Don't try to bull your way through, screaming "THE HIGHWAY CODE SAYS I'M RIGHT IN THIS SITUATION" in your mind as you drive into a situation technically caused by an idiot driver but also easily avoidable by you. Take the hit to your ego and the few seconds/minutes on your trip and avoid a crash.

The snaking seems to be because the caravan isn't aerodynamic enough to stably travel at that speed: it's a pretty old-looking van, after all.
Since the problem is that it's going too fast, accelerating would only make it worse. Using the brakes would risk jackknifing, so you're supposed to ease off on the gas and let the engine braking gently slow you down.
There's actually a question about this on the UK's driving theory test, but the driver of that van has obviously forgotten about it.
