You have to first consider a "gondola" minus the gondola character, simply music set to image. This can be appealing all on its own, given the music and/or image is aesthetically pleasing. However it lacks the ability to truly draw in the viewer.
With the gondola character inserted, the viewer anthropomorphizes the creature and inserts themselves into the scene, taking in the atmosphere vicariously, "seeing as the gondola sees" as one anon has put it.
It's a fascinating way to look at human psychology and the role empathy plays in art.
